PNP to probe alleged presence of Chinese sleeper cells

November 8, 2023 ChinaPhilippines Crime & Legal

To investigate allegations of covert Chinese “sleeper cells” functioning within the nation, the Philippine National Police (PNP) is engaging in a joint investigation with additional law enforcement agencies.

According to PNP Chief General Benjamin Acorda Jr., law enforcement and the National Bureau of Investigation (NBI) are conducting a thorough investigation of evidence concerning the purported covert cells. In relation to the current situation, he reported that additional law enforcement agencies had made progress, with the NBI having apprehended specific suspects as part of the investigation.

Although it is believed that these sleeper cells are primarily occupied by foreign nationals, particularly Chinese and Taiwanese citizens, the commander of the National Capital Region Police Office (NCRPO), Brig. Gen. Jose Melencio Corpus Nartatez Jr., acknowledged that they have not yet gathered sufficient evidence to confirm their existence.

The authorities placed significant emphasis on the individuals implicated in the matter, highlighting how their foreign nationality functionsed as a unifying element, specifically with regard to their affiliations with Philippine Offshore Gaming Operators (POGOs).

On November 3, the Chinese Embassy issued a denial regarding the presence of the aforementioned sleeper cells, emphasizing their support for Philippine law enforcement in the battle against transnational criminal organizations.

They claimed that an NBI investigator investigating the matter had disproven the rumor that this was part of a Chinese conspiracy to overthrow the government.
