Gilberto Teodoro, the Secretary of the Philippines, emphasized the employment of Chinese nationals by state-owned companies, particularly in infrastructure initiatives.

Many Chinese nationals employed in the Philippines are involved with Philippine Offshore Gaming Operators (POGOs) or infrastructure initiatives.
