Gilberto Teodoro, the Secretary of the Philippines, emphasized the employment of Chinese nationals by state-owned companies, particularly in infrastructure initiatives.

Teodoro emphasized the importance of investigating non-obvious activities, especially in the domains of covert economic endeavors and information-related actions. Many Chinese nationals employed in the Philippines are involved with Philippine Offshore Gaming Operators (POGOs) or infrastructure initiatives.
