Macau government to keep cap on licensed junkets at 50 for 2025

By 2025, the number of licensed gaming promoters, more popularly known as “junkets,” allowed in the Macau casino market will be capped at 50, maintaining the current limit.

This was announced by the SAR’s casino regulator, the Gaming Inspection and Coordination Bureau (DICJ). Based on June 11 data from DICJ, Macau currently has 22 licensed junkets, which is less than half of the allowed quota.

Under Macau’s gaming regulations, each of the city’s six casino operators has a specified cap on the number of junkets they can collaborate with, determined by the Secretary for Economy and Finance. These caps will remain unchanged for 2025 compared to 2024.

Sands China Ltd and SJM Holdings Ltd lead with the largest allowance, each permitted to work with up to 12 junkets. MGM China Holdings Ltd and Melco Resorts and Entertainment Ltd follow with a cap of eight junkets each, while Galaxy Entertainment Group Ltd and Wynn Macau Ltd are allowed up to five junket partners each.

Junkets in Macau are restricted to partnering with a single gaming concessionaire. They earn commissions based on a capped rate of 1.25 percent on rolling chip turnover for their promotional services but are prohibited from sharing casino revenue in any manner with their casino-concessionaire partner.

An upcoming amendment to Macau’s gaming laws, effective from August 1, stipulates that only casino concessionaires can extend gambling credit to patrons in the market. Junkets themselves will not have the authority to issue credit to gamblers; they can only request their casino-concessionaire partners to provide credit to players introduced by the junkets, under a duly notarized contract approved by the Secretary for Economy and Finance.
