PAGCOR Rebrands POGOs, Issues Licenses with Stricter Rules

Internet gaming licensees (IGLs), formerly known as Philippine Offshore Gaming Operators (POGOs), have received 40 licenses from the Philippine Amusement and Gaming Corporation (PAGCOR), ushering in a new age of offshore gambling.

After a year of controversy surrounding POGOs, including their hiring practices for foreign workers, this action has been taken.

All previous POGOs were forced to reapply for licenses under the new “Internet Gaming Licensing Regulations” that went into effect in July as a result of the stricter regulations that PAGCOR enacted in response.

PAGCOR had issued 39 regular IGL licenses and 9 provisional licenses as of May 15. Even though IGLs brought in PHP3.15 billion ($54.39 million) in 2023, they only made up 4.31% of PAGCOR’s total gaming income in that year.

Despite earlier setbacks, PAGCOR and several lawmakers still view the offshore gaming sector favorably, pointing out that it generates income and jobs for the country’s economy.

More regulations and rebranding under IGLs, however, clearly signify a shift to a more closely regulated and watched company.
