Commissioner Mendiola Addresses IPI License Fate in CCC Session

When Commissioner Martin Mendiola brought up the sensitive subject of Imperial Pacific International’s (IPI) gaming license in the Northern Mariana Islands (CNMI), this week’s Commonwealth Casino Commission (CCC) meeting took a sharp turn.

Amid intense debate over the future of IPI, Mendiola made a direct presentation emphasizing his commitment to the long-term interests of the CNMI.

In continuing conversations with CCC executive director Andrew Yeom and IPI, Mendiola stressed the value of constructive participation and openness in light of his approaching resignation from the commission.

Diverse opinions have been expressed regarding the license dispute surrounding IPI. Representative Marissa Renee Flores, for example, has advocated for the license to be revoked due to operational and financial issues.

A more nuanced interpretation was offered by former consultant James Chua, who attributed IPI’s problems to structural problems and irrational expectations that the CNMI administration had placed on the company.

Mendiola’s constant emphasis on the CNMI’s economic resilience highlights the significance of a course of action that serves the region’s best interests as stakeholders deal with the complexity of the situation.

Attorney Michael Chen revealed IPI’s dire financial circumstances at the same time as he made his remarks in federal court. Chen disclosed that IPI is experiencing financial difficulties, having exhausted its bank accounts and not receiving any revenue since its casino operations were shut down in March 2020.

The IPI rejected the accusations in response to a petition filed by former IPI director Joshua Gray requesting adherence to a court ruling. Chen commended IPI for its efforts to fulfill its responsibilities in spite of the challenges, given its limited resources.

Chen also expressed concerns with Clear Management’s noncompliance with court rules as the limited receiver overseeing IPI’s assets, having been appointed by the court. He highlighted IPI’s efforts, which included taking out a loan in order to meet the Imperial Pacific Resort’s security requirements.

Stakeholders anticipate far-reaching ramifications for the CNMI’s social fabric and economic future as the CCC navigates this crucial turning point.
