Comelec: Fingerprints Link Suspended Mayor Guo to Chinese National

The Commission on Elections (Comelec) panel has discovered that the fingerprints of suspended Bamban, Tarlac Mayor Alice Guo, match those of Chinese national “Guo Hua Ping.” Comelec Chairperson George Garcia announced on Thursday that there is enough evidence to launch a motu proprio investigation into Guo for potentially filing a misleading certificate of candidacy.

Garcia stated that the poll body’s fact-finding team examined various fingerprint sources, including voter registration applications, certificates of candidacy, and documents from the National Bureau of Investigation (NBI).

Garcia hopes the Comelec en banc will issue a resolution on the case by early next week. He also noted that initiating a disqualification case against Guo is no longer possible as she has already been proclaimed and assumed office.

On Monday, the Office of Solicitor General (OSG) filed a quo warranto petition challenging Guo’s right to hold office. A quo warranto case is a special civil action against someone who unlawfully holds or exercises a public office.

In June, the NBI released its fingerprint analysis findings, confirming that Guo and “Guo Hua Ping” are the same person.
