菲律宾是否会在与中国存在“政治风险”的情况下禁止离岸博彩运营商？
一个研究菲律宾离岸博彩运营商（POGOs）社会经济影响的政府小组建议彻底禁止该行业，理由是涉及中国赌徒玩家的“政治风险”。
该委员会主席、参议员Sherwin Gatchalian表示，由于大多数投注者都是中国公民，菲律宾人在网络游戏行业的损失将大于收益。
Gatchalian周三在向参议院提交委员会的调查结果后表示：“本质上，中国公民正在利用菲律宾的离岸博彩业务作为规避中国刑法的漏洞。”

根据警方数据，Gatchalian表示，2017年至2023年间，共报告了约102起与POGOs有关的犯罪，包括绑架和人口贩运。
他补充说，受害者包括214名中国公民和28名菲律宾人。

他说：“POGOs的成本大于收益，考虑到投资者和游客信心提高的潜在好处，禁止POGOs可能会对我们的经济产生净积极影响。”
他敦促政府为菲律宾POGOs工人制定替代就业计划，并撤销向外国雇员发放的签证。
菲律宾于10月开始驱逐数百名中国工人，作为其镇压POGOs的一部分。
去年，一个代表POGOs相关犯罪受害者的中菲协会支持禁止POGOs交易的计划。
该组织领导人Ka Kuen Chua表示：“如果我们必须权衡POGOs给我们国家带来的社会弊病与他们带来的收入，我们应该选择国家安全。”
