Deputy Finance Minister Julapun Amornvivat has spoken out about this problem. He warns that the strict rules work against what the government wants to do.
The Thailand government, under the rule of Paetongtarn Shinawatra, aimed to legalize gambling within entertainment complexes. The government believes this will discourage locals from visiting illegal gambling dens while boosting the economy.
Steep Entry Cost for Thais
Under the new bill, Thai nationals must keep PHP77 million (฿50 million or $1.4 million) in a bank for six months before they can enter. They must also register and pay fees. These rules in Section 65 would keep almost all Thais out.
Two key officials have raised red flags. Amornvivat and Interior Minister Anutin Charnvirakul worry about the limits. The Bangkok Post notes that Minister Anutin thinks the bill won't pass in its current form.
Will strict entry rules work?

The Council of State has checked the bill and sent it back for changes. The cabinet will look at the new draft on March 11. Main points include:
Section 59: New laws will govern casino games, not old gambling laws
Section 63: Everyone must prove who they are
Sections 61 & 62: No online betting or streaming from the casino
Money Goals in Danger
These strict rules clash with what the government wants to achieve. The casino project aims to boost the economy, bring in foreign money, and fight illegal betting.
But by keeping Thais out, the bill might push them to use illegal gambling dens or cross borders to bet. This would defeat a main reason for making casinos legal.
What Comes Next?
The bill must go through more talks in parliament. Changes may make it more open to Thai citizens. Lawmakers must find a middle ground between control and growth.
If the strict rules stay, the casino might make much less money than hoped. The cabinet's review will help decide if Thailand will join other Asian nations with legal casino gaming.
