Alice Guo Escaped From PH Through Help of High-Ranking Police Officer

On July 14, 2024, authorities attempting to capture Alice Guo were thwarted when the wanted mayor of Bamban, Tarlac managed to flee to Indonesia. The Presidential Anti-Organized Crime Commission (PAOCC) was on a mission to apprehend Guo but she received assistance from local police.

According to PAOCC Director Winston Casio, Guo was supposed to be apprehend in a “private resort in the western tip of Luzon.” This location was where she managed to elude capture. “A high police officer visited her in the resort,” revealed Casio to a columnist of the Philippine Star.

Casio declined to name the officer, stating that a report on the matter would be presented to President Ferdinand Marcos Jr. soon.

Guo’s escape was facilitated by her use of speedboats to flee the resort before the raid. Authorities were informed that Guo had left via two speedboats in the early hours of the operation. Casio expressed frustration that the operation had been compromised by a tip-off, allowing Guo to escape. Videos and photos from an informant showed Guo arriving at the resort by helicopter just before the raid began.

Despite a coordinated effort including Immigration officers and Navy special forces, the PAOCC’s attempt to capture Guo on July 14 was unsuccessful. The raiding team avoided a confrontation with rogue officers who were later instructed to explain their actions.

Following her escape, Guo made her way to Batangas before continuing to Denpasar, Bali, and then Kuala Lumpur. By July 21, she was reportedly in Singapore, meeting with her family, including her father Jian Zhong Guo, mother Wen Yi Lin, brother Wesley Guo, and Shiela Guo.

Cassandra Ong, an accomplice linked to Guo and implicated in illegal activities related to a Philippine offshore gaming operator (POGO), had been waiting for Guo in Singapore. Ong, who is connected to human trafficking and other crimes, was already in Singapore despite being summoned by Congress.

The PAOCC suspects that Guo and Ong’s fathers are involved with the Fujian Gang, a criminal syndicate in China. Zhang Jie, who is connected to the illegal POGO operations, and Duaren Wu, a former Chinese policeman with a Saint Kitts passport, are also linked to the case. Zhang and Wu reportedly live in a penthouse in Singapore.

The PAOCC believes Guo is preparing to enter the Golden Triangle, a notorious narcotics region in Southeast Asia. Meanwhile, her brother Siemen Guo was recently reported trying to enter Hong Kong but his current whereabouts are unknown.

Senator Risa Hontiveros criticized the delay in canceling the Guos’ Filipino passports, which allowed them to evade authorities. The foreign office has struggled with how to cancel the travel documents that the family allegedly obtained illegally.
