Thai Government Targeting Three Casino Resort Complexes in Bangkok

Thailand’s newly appointed Prime Minister Paetongtarn Shinawatra is set to unveil her ambitious agenda for economic growth and infrastructure development in a policy statement to Parliament on September 12-13, 2024. The initiatives outlined are expected to attract significant private sector investment, potentially totaling up to 1.5 trillion baht (US$44.38 billion).

One of the key highlights of Shinawatra’s plan is the development of up to seven integrated casino resorts across Thailand. This includes three major locations in Bangkok and four more IRs (integrated resorts) would be developed in tourist provinces. Each complex will feature a range of facilities, with casinos occupying no more than 10% of the total area. Other amenities will include concert halls, luxury hotels, and shopping malls.

According to The Nation‘s source from the Finance Ministry, the estimated investment for the entertainment complex project ranges from 300 to 500 billion baht. In Bangkok, at least three locations are anticipated, each requiring an investment of no less than 100 billion baht. The four potential tourist provinces outside Bangkok are expected to see investments of around 50 billion baht per location.

The draft casino bill under discussion outlines a 30-year initial license term for casino operators, subject to review every five years. It specifies ten types of businesses that can be part of Thailand’s “integrated entertainment venues,” including department stores, hotels, restaurants, nightclubs, and amusement parks.

Another major initiative is the “Pearl Necklace” project, which is a large-scale flood protection initiative for lower Central Thailand. This project aims to address the risk posed by rising sea levels to Bangkok and surrounding areas through the construction of nine artificial islands along a 100-kilometre stretch of coastline.

Additionally, the Land Bridge project involves building deep seaports on both the Gulf of Thailand and the Andaman coasts. This project is designed to improve transportation efficiency and boost travel, with foreign investors already expressing interest.

Shinawatra’s plan also includes simplifying the visa process for specific groups, such as MICE (Meetings, Incentives, Conferences, and Exhibitions) attendees and digital nomads. The government is focusing on developing new tourist attractions, including water parks, amusement parks, and shopping centers. Additionally, Thailand aims to host world-class concerts, festivals, and international sporting events to attract more tourists.
