Philippine Senator Pushes for POGO Ban Amid Lax Scrutiny and Tax Evasion Concerns
A strong opponent of offshore gambling operations (IGLs, formerly POGOs), Senator Sherwin Gathchalian is advocating for more stringent regulations and perhaps outright banning them because of concerning security vulnerabilities and likely tax evasion.
Gatchalian asserts that there have been no thorough background checks performed on IGL operators or their employees. He asserts that self-reported information from applicants is the only source used by Philippine authorities, particularly the gaming regulator PAGCOR.
According to him, this makes it possible for individuals with possibly criminal histories to join and work in IGLs, as shown by raids that turn up evidence of illegal behavior.
Another major threat mentioned is tax evasion. The Senator accuses IGLs of underreporting revenue, costing the Philippines a significant amount of money.

Gatchalian promotes a multipronged approach that includes bringing tax evasion cases before IGLs, akin to the Al Capone case.
His strong case for a complete prohibition on IGLs is supported by the Senate in large numbers. The House of Representatives is still split, but there is growing support for a ban.
The Senator also raises worries about potential criminal infiltration of law enforcement agencies. According to him, “monthly allowances” and bribes can allow IGL operators to run illegal businesses and lead extravagant lives.
Gatchalian claimed that criminal groups have taken advantage of weaknesses in the Philippine system and underlined the significance of resolving these issues.
