PCSO admits editing viral photo of lotto winner
The Lotto 6/42 jackpot winner who claimed to have won more than P43 million had her identity concealed by editing a widely shared photo, according to the Philippine Charity Sweepstakes Office (PCSO).
Melquiades “Mel” Robles, general manager of PCSO, said at a Senate Committee on Ways and Means hearing that the editing was carried out in response to a complaint from the winner. The petition was made to withhold the winner’s identity even if his face was concealed.
A 47-year-old housewife from San Jose Del Monte, Bulacan, was highlighted in a widely shared social media post. She correctly predicted the winning numbers—18-34-01-11-28-04—by using the birthdays of her family members and two “special” numbers, 28 and 34. Though it was emphasized that the intention was to hide recognizable clothing, Robles acknowledged that the editing was insufficient.
The panel discussion was led by Senator Raffy Tulfo, who submitted Senate Bill No. 2374 in August 2023 to prohibit internet wagering on any lottery game. In doing so, the bill hopes to contribute to a safer and more regulated environment in the nation by safeguarding vulnerable individuals, the general welfare, and responsible gaming practices.
