PAGCOR announces changes in EGM regulations

The Philippine Amusement and Gaming Corporation (PAGCOR) has announced substantial adjustments to its electronic gaming machine (EGM) regulations. The new Technical Standards for EGMs Version 1.1 will impose more stringent requirements on Philippines IGT suppliers.

After December 31, 2023, suppliers will no longer be permitted to submit non-compliant EGMs to PAGCOR for approval, per the revised standards. Furthermore, after June 30, 2024, the sale of non-compliant machines will be prohibited entirely. However, existing non-compliant devices on gaming platforms at the midpoint of 2024 will not be required to be removed or updated to satisfy the new standards.

This information was disclosed at the recent IAG Academy Summit in Manila, providing suppliers with insight into the transition timeline and expectations. It was clarified that non-compliant machine approval applications would no longer be accepted after December 30, 2023. Nonetheless, during the first six months of 2024, suppliers may continue to sell non-compliant devices. Only EGMs compliant with the new standards (1.1) will be permitted for sale in the Philippines beginning on 1 July 2024.

Despite the short timeline, industry suppliers indicated that the requirements would be relatively simple to implement, approximating global market standards.

The updated Technical Standards for EGMs 1.1 contain a number of essential components. Notably, any success conferred during a single game element or sequence of game elements must not be cut short. In addition, the program or logic area door must contain a cavity for the plastic security closure, which must be affixed prior to EGM operation. Additionally, all EGMs must be resistant to liquid spillage to ensure that exterior liquid spills do not impact normal operation or compromise the integrity of information contained within the cabinet.

Raymond Luna, senior manager of the Slot Machine Department at PAGCOR, explained that these new standards seek to maintain impartiality, security, and technological compliance in EGMs in response to technological advancements. The commitment of PAGCOR to harmonizing regulations with global best practices and industry trends is aimed at attracting international investment and fostering innovation in the gaming industry.
